The programs and initiatives in the Coronavirus Aid, Relief, and Economic Security (CARES) Act that was just passed by Congress are intended to assist business owners with whatever needs they have right now. When implemented, there will be many new resources available for small businesses, as well as certain non-profits and other employers. This guide provides information about the major programs and initiatives that will soon be available from the Small Business Administration (SBA) to address these needs, as well as some additional tax provisions that are outside the scope of SBA.

Fairfield County COVID-19 Resiliency Fund has been established by Fairfield County’s Community Foundation
The New Fund will rapidly deploy resources to trusted, front line community organizations that meet the basic needs of local residents in Fairfield County. This includes low-income individuals without health insurance and/or access to sick days; immigrants; persons with disabilities; and communities of color, among others. The Fund has been set up with generous seed funding from a cross-section of individuals, private foundations, corporations and others.

Hampford Research, Inc. - COVID 19 Update
The Hampford Research team is using its Pandemic Flu Plan to guide actions.
They have enhanced cleaning protocols, instituted social distancing, replaced meetings with conference calls, limited visits from customers and suppliers/contractors and looked at various scenarios and possible responses in order to continue to meet customer needs. They have reviewed policies on employee sick time and telecommuting and made appropriate adjustments. At this time, they remain open but meet daily to review new developments at the local, state, federal and industry level to determine the need to adjust any policies or decisions. Fluid decision making is a key focus to allow the ability to adjust plans as new information arises. Keeping the HRI team and partners up-to-date (but not overwhelmed) with information and changes to the situation remains a priority.

Sunstone Bookkeeping is open for business and working with clients via video conferencing during this challenging time period. Normal practice is to go to a client’s office to convert business accounting from desktop software to cloud-based applications. During this time period, we send over a blank flash drive so clients can backup the file themselves and have it returned to us to do the conversion. We are also helping clients organize their financial statements to fill out the applications for state and federal government lending programs.

The Strategies Group, LLC - COVID 19 Update
The Strategies Group, LLC is maintaining regular business hours, Monday through Friday, 9:00 AM-5:00 PM and are fully equipped to help you remotely, without the need for any face to face contact. As a result of the Pandemic, there has been an uptick in the number of companies needing to downsize and lay people off. From an access to healthcare perspective, a loss of job creates something called a "life-changing event", which in turn qualifies individuals for Special Enrollment Period (SEP) via Access Health CT (AHCT), Connecticut's health insurance marketplace. This SEP allows individuals to purchase healthcare coverage (sometimes with financial subsidies provided by the government), outside the normal annual enrollment period. AHCT has announced a second type of Special Enrollment Period (SEP) available through April 2, 2020. As these are exceptional circumstances, this type of enrollment can only be done directly through AHCT. Please see the Access Health link above in State Resources.
